Open-Source Threat Brief · Declassified for Citizens

The China
Playbook

What the People's Liberation Army is studying in Ukraine, Gaza, and the 2026 Iran war — and building toward Taiwan. Four lessons, read one way: Incremental. Insidious. Irresponsible.

96h
Flynn's strait-crossing warning
Incremental
Small moves, below the threshold that triggers a response — until the sum is a fait accompli.
Insidious
Peacetime, non-military tools — data, disinformation, law, economics — pre-position the fight.
Irresponsible
Costs and risks pushed onto civilians and allies while deniability is preserved.

The July 16 Election-Data Speech

In a primetime address, the President announced newly declassified documents alleging the PRC compromised roughly 220 million U.S. voter files and sought to influence the 2020 outcome.

SOURCE DISCIPLINE: Treat this as CONTESTED. Reporting notes the declassified material largely restates vulnerabilities known to election officials for years, and the standing intelligence assessment was that China considered but ultimately chose not to interfere in 2020. Use it as the doorway — not the proof. The load-bearing case is the four lessons below.

Lessons From the Textbook

01 The Arsenal Runs DryLimits of the U.S. & allied defense industrial base Documented

Ukraine exposed it: Western factories can't ramp ammunition and munitions fast enough to feed a long, active war. Beijing read the gap and is planning for both ends of it.

Taiwan Read

Two paths — a fast, overwhelming strike for a quick decision, or a war of such volume that U.S. stockpiles simply run out before resolve does.

What To Watch

U.S. munitions production rates, magazine depth, and shipbuilding backlog. The metric that matters is output per month, not inventory on hand.

What Gen. Flynn Said

He named China's edge as three things the U.S. lacks — interior lines, mass, and magazine depth: They have three things that we lack.Defense One, Oct 2024 ↗

Frame: Incremental

Source status: Documented — attrition/industrial-base limits are widely analyzed in open defense literature and testimony.

02 The Invisible FrontCyber, space & the electromagnetic spectrum Verified

Starlink, drones, and electronic warfare decided who could see and speak on the battlefield. Beijing's response is to win the spectrum, space, and cyberspace first — and to pre-position inside the other side's networks during peace.

Taiwan Read

Named U.S.-attributed operations like Volt Typhoon burrowed into U.S. critical infrastructure to "lay the groundwork" for paralyzing military deployment and logistics at the moment of a crisis.

What To Watch

CISA advisories on state-sponsored intrusions into power, water, ports, and transport. Pre-positioning is the tell — access held quietly, used later.

What Gen. Flynn Said

He's described China's anti-access arsenal as built to blunt U.S. strength not only at sea and in the air, but in space and cyberspace.Defense One, Oct 2024 ↗

Frame: Insidious

Source status: Verified — Volt Typhoon is a U.S.-government-attributed PRC intrusion set documented in CISA/allied advisories.

03 Divide Before The First ShotHybrid warfare & the seam between allies Documented

Beijing's read on Russia's biggest error: it underestimated how fast and how united the West would respond. The correction is to break that unity in peacetime, so the coalition never forms.

Taiwan Read

Disinformation braided with economic and legal coercion — pressure on companies, courts, and publics — to fracture U.S.–ally coordination before a shot is fired.

What To Watch

Narratives that make intervention look pointless, costly, or "not our fight." The influence campaign is the opening move, not a sideshow.

What Gen. Flynn Said

He named the pattern himself — the incremental path that they've been on, the insidious nature of that path — pointing to lawfare and corruption.Stars & Stripes, Oct 2024 ↗

Frame: Insidious

Source status: Documented — hybrid/gray-zone strategy is well established in open analysis; specific ops vary in attribution.

04 Boots Still Take The GroundWhy air & sea power alone can't finish it Documented

The hard lesson of every protracted fight: you cannot fully subdue or hold territory from the air or the sea. Taking Taiwan to full submission means a large-scale amphibious landing and occupation.

Taiwan Read

Rapid buildup of ground-force transport and mobilization drills, coordinated with long-range rocket artillery such as the PCH191 modular system.

What To Watch

Amphibious lift capacity, civilian-ferry militarization, and joint landing exercises — the logistics of moving an army across water.

What Gen. Flynn Said

Ground forces are his throughline: Land power and the armies in the Indo-Pacific are an absolutely central part of defense. He warns the PLA could cross the strait in as little as 96 hours.DoD via Army Recognition, 2023 ↗

Frame: Irresponsible

Source status: Documented — amphibious-focus and the PCH191 are established in open reporting on PLA modernization.

Read The Stamp, Not Just The Story

Every claim above carries a source status. That's the whole discipline: know the difference between what's proven, what's analyzed, and what's asserted — before you share it.

Verified
Attributed by government or primary evidence. Name it, cite it, stand on it.
Documented
Well-supported open analysis and testimony. Strong — but say it's analysis.
Contested
Newly claimed or disputed. Useful as a question, not yet as a fact.

China's method has one signature across all four files: Incremental, Insidious, Irresponsible. Name the pattern out loud, and it stops working.
